I have done a test on my machine, opening a fresh workbook and loading Excel Labs from the Store. It does appear for me, so we should investigate issues with your installation.
Does the taskpane appear to the side of Excel at all? When the add-in is loading, the panel on the right should appear.
If the taskpane does appear: you can right-click inside it, and select "Inspect" to bring up a debugging panel. Error information may appear there.
If the taskpane does not appear: you can attempt to follow these steps to Clear the Office (Add-ins) Cache: Clear the Office cache - Office Add-ins | Microsoft Learn
> From the ribbon of any Office host except Outlook, navigate to File > Options > Trust Center > Trust Center Settings > Trusted Add-in Catalogs.
> Select the checkbox Next time Office starts, clear all previously-started web add-ins cache.
