Is there a limit to the number of responses for a form?

Hello Microsoft, I have created a form using my business account. I need to send this form to 28,000 people, containing 19 questions. Is this feasible? Or will some individuals be unable to respond after a certain limit of responses has been reached? Thank you.

    Yes, it is feasible to send your form to 28,000 people.

    Because according to the support article below, a form can receive up to 5,000,000 responses and allow to have up to 200 questions.

    Hi

    I am looking to create a survey to send to 4,000,000 followers on social media but only have a personal account as I don't have a business. Am I correct in thinking this only allows for 1,000 responses? Is there any way to increase this limit?
