Conditional formatting filtered data

I am filtering data to a separate table. I want to data that is filtered to be highlighted green with the lowest price. I have tried a multitude of formulas and the data doesn’t highlight correctly. When I set it up initially it was working but after entering new data it will only highlight blank cells. I’m convince it is just a problem with the excel sheet because it was working and now it’s not.

    Could you create a stripped-down copy of the workbook demonstrating the problem (without sensitive information) and make it available through one of the websites that let you upload and share a file, such as OneDrive, Google Drive, FileDropper or DropBox. Then post a link to the uploaded and shared file here.
