Demoting and Promoting Numbered Headers doesn't change the Number

Okay, let me paint a little picture here. I keep a Master User Guide for the software I help manage, and I organize it into sections with numbered headers. e.g. 1, 1.1, 1.1.1, etc.

The first Header 1 is mostly for my Master User Guide to separate the software modules. When I make the User Guides, I make them by Modules. So, I navigate to Headings (CTRL + F & Click Headings), find my module heading, right click and 'Select Heading and Content' to copy, then paste into a new document.

Now comes the problem I have. The Header 1 on the new Document can be deleted, and everything else needs to be promoted by 1. I can right click the main headers, in this case header 2s in the Navigation Headings and 'Promote'. If I click on the headers, they show up as the proper headers. Headers 2 change to header 1s, Header 3s under the header 2 change to header 2. However, the numbers don't change. I have to go up to the Styles area and see they're correct, and literally click on the header it's on, then it'll update numbers. I have a lot of sections, so it's time consuming to go through them all to update each one by clicking on the heading it's already on under the styles menu.

Make sure that heading numbering is correctly defined as discussed in the article at https://shaunakelly.com/word/numbering/numbering20072010.html (applies to Word 2007 and later).
