Privilege Issue

We are filing a request through Portal in the MS CRM and a record is created in the CRM. After creation of record, this record needs to be assigned to other team for further action through a background workflow but whenever the workflow is triggering it is giving privilege issue for assignment but when the record is created from CRM we are getting no error in the workflow and record is assigning properly. Please help me to resolve this issue

{5}{2}(Id = {3}) is missing {0} privilege on {1} entity(OTC={4}). Consider adding missing privilege to one of the {5}{2} roles for the request to succeed.
