Can we purchase only 2 or 3 SharePoint Advanced Management licenses to our organization?

Without purchasing SAM licenses for all the users in the organization, we need to know whether we can purchase only 2 or 3? Because we hope to purchase the feature for the SharePoint admins first.

If so, what would be the cost? Please elaborate on this. Thank you.

    You can purchase only two or three SharePoint advanced management licenses to your organization. SharePoint Advanced Management is a per-user license. Please be noted only the users who are assigned the license will be able to use the features included in this license.

    The cost is $3 per user per month.

    We also trying to purchase fewer licenses based on your comments below it can be done, in this case, if we need to buy this for only 3 users from 100 user tenant then we need to pay 3x3= 9$ for those three to get activated is that right?

    But Microsft in your attached article says

    so what is the difference do we need to pay 100 x 3 = 300$ permonth

    Here are answer to your questions.

    In here you have mentioned that users must be licensed for K, P1 or P2. Could you please explain this little bit more?

    That P1 or P2 refers "SharePoint Plan 1" or "SharePoint Plan 2", which means user need to have SharePoint license and be able to use SharePoint service. To have verification on your current license, you can check from Microsoft 365 admin center >> Active users >> find the related user >> License >> Expand "Apps " and check if it contains "SharePoint plan" related service.

    Also can you please explain more on SharePoint Advanced Management Plan 1 add-on in Microsoft 365 admin center?

    In M365 admin center https://admin.microsoft.com/, please go to "Market Place" page and search for "sharepoint advanced". You can find it under "Add-ons" area, see below picture.
