Here’s an explanation regarding some feature limitations for non-Microsoft 365 subscribers in OneNote.
Currently, OneNote comes in two forms. One is the OneNote app (download here OneNote - Free download and install on Windows | Microsoft Store), which is provided to Microsoft 365 subscribers and Office license holders and is automatically installed when other Office applications are installed. If you do not have a Microsoft 365 subscription, you will not be able to use this app.
The other version is called "OneNote for Windows 10 (Legacy)" (download here OneNote for Windows 10 (Legacy) - Free download and install on Windows | Microsoft Store). This was previously pre-installed on all Windows 10 devices, and every Windows user can use all its features for free. However, it is important to note that support for this version will end in October 2025.
