Unfortunately, Microsoft 365 Personal Edition does not include PowerApps and Power Automate.

If you need to use Power Automate, you can subscribe to Microsoft 365 Enterprise Edition (E3 or E5), Power Apps Plan or Power Automate Plan.

I don't think you can use PowerApps with Microsoft account (personal).
