Hi @Vinod Survase ,

The Teams are actually M365 Groups so people who have the permission to create the M365 Group could also create teams while the others not.

Hi @Anonymous , Thanks for your answer on this.

As per below article there is one comment it says we need to assign Azure AD P1 license to user.

So do we need to assign Azure AD P1 license to users or only admins to stop teams/group creation?

Hi @Vinod Survase ,

This is for a compliant requirement, admins in this Group should have at lease AAD P1 to create M365 groups.
See the license requirements: https://learn.microsoft.com/en-us/microsoft-365/solutions/manage-creation-of-groups?view=o365-worldwide#licensing-requirements

And the AAD P1 license is contained in those licenses:

Thanks for reply. You mean we don't need to assign license for users, only admin should have it

For the compliance concerns, users who in that group and want to create M365 Groups should have this license, while at least the admins should have :)

You prevent it by blocking the creation of the underlying Microsoft 365 Group, as detailed here: https://learn.microsoft.com/en-us/microsoft-365/solutions/manage-creation-of-groups?view=o365-worldwide
