Leading zeros

Anyone know how to reinstate this. I am trying to correct corrupted phone numbers. These are showing as an obscure decimal value including a + sign. I have a feeling I inadvertently selected the option to disable leading zeros originally.

    Again: You have to re-enter the phone numbers, manually.

    Just changing the format does nothing.

    Copy & paste did not work, you can paste but the values only.

    If you import the data from an external file, use Power Query.

    Format the cell(s) with the phone numbers as Text, then re-enter the phone number.

    The default cell format is General, therefore an input of "0123" is converted into a number and leads to 123.

    If a cell is formatted as Text you'll get the input, regardless how many leading zeros you have.
