This is a known problem after the Windows 10 Update 2004.
You can do the following process.
Disable "Enable Protected Mode at startup" via the Acrobat Edit > Preferences > Security (Enhanced).
This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.

OS: Win10 2004/IE11 / x64/ july updates/
This is a webpage with IE11+ Adobe reader DC software installed.
And Win10 1709---1909 ALL OK except 2004 version.
Clink the "Print" or ctrl+p with no response.
And download is no problem with the beside icon. Please see the
attachment file.
