I'm sorry to hear that you're having trouble accessing your outlook account due to the issue with your phone.
If you are Microsoft personal account user such as Outlook.com, hotmail.com, or live.com, simply reply back to us, so we can involve dedicated team for further checking.
If you are using business/education account, may I know have you set up any different authentication method, such as a verification code sent to your alternate email. If so, can try with select "Use a different verification option" on the sign-in page and follow the prompts.
If still not able to access your account, it is suggested to contact your admin and ask admin to reset the Authentication method for your account. Admin can do it by follow Manage user authentication options. (If you are not sure who is your admin, can refer this How do I find my Microsoft 365 admin? - Microsoft Support).
If you are the only administrator and cannot access your account, it is suggested to contact the Data Protection team as we are from the community team and are not authorized to reset any user/administrator accounts. The Data Protection Team is the only support team to verify and reset the account.

If you couldn’t connect with the Data Protection team directly, you can try to get in touch with other support team such as Billing support team, and they are supposed to help you create ticket and rout it to Data Protection team.
Kindly note that, as a community moderator, I have limited permissions, and resolving this issue may require special permissions. This is why I suggest contacting your administrator or Microsoft 365 for Business support.
