Maybe you are the first time to use Q&A forum, in this forum, we use tag to define the problem category. The tag "mem-cm-site-deployment" is for SCCM related issue.
Based on my research, the log you provided looks like a Azure related problem, you may ask your question with a detailed description and attach the tag "azure-policy", then you may get a better support from Azure support engineer.
