sharepoint custom views for "Top level & Folder" does not work, neither does folder content type

Document sets seem to work just fine when a view is assigned, but it does not work for folder content types. Is anyone else running into this problem or able to test it?

When I click into document sets, the view changes according, but when using a folder content type, the view does not change when I click through.

I even tried the basic top-level and folder view combo, which also does not work.
