    Dear Alexander Tikhomirov

Good day! Thank you for posting to the Microsoft Community. We are happy to help you!

First of all, we regret for the inconvenience caused to your work. Based on your description, as your problem is related to the administrator account, due to the lack of relevant permissions and tools in our forum, in order to better help you and not waste any more time, it is recommended that you contact our 365 support team directly by phone and they will provide you with further assistance. For details, please kindly see these official documents: Find Microsoft 365 for business support phone numbers by country or region - Microsoft 365 admin | Microsoft Learn

Note: Please note that you need to call the hotline on weekdays (9am to 5pm, Monday to Friday) and sincerely apologize and thank you again!

During the phone call, press "1" as the business email user, and then press "1" again for technical support. You may be asked to provide some information for verification, such as account or subscription information, organization details, phone number.

Here are other global support phone numbers: Global Customer Service phone numbers - Microsoft Support

Note: The Microsoft Commercial or Technical Support Engineer may collect alternate email address information to help with the verification process.

By the way, if your problem persists, since we focus on Microsoft 365 Business Communication Online technical support, this is not professional for developer mode, lacking certain permissions and knowledge. So to help you better, no more time wasted on you. I recommend that you also seek help from a dedicated team dedicated to developer subscriptions, where technical engineers specialize in these related issues and experts will focus on queries to further assist you. For details, please kindly refer to: Visual Studio Subscription Support - Visual Studio (microsoft.com)

In addition, please also kindly create a query in here - Developer Communities (microsoft.com). We believe they would conduct in-depth of the given issue and provide you a more professional suggestion.

Thank you in advance for your understanding! Your patience and cooperation will be greatly appreciated. I hope all the best!

    Sincerely

    Kerry Chen | Community Moderator
