As per the description and all replies shared, I would like to let you know that to activate and use the Office apps on the Windows or Mac, we need to have the Office apps license called “The latest desktop version of Office” in the Office 365 account used to sign into the Office apps.
If the Office apps is asking to asking for the key or choose free month trail plan, it seems the account you have used to sign into the Offic apps doesn’t have the license to use the Office apps.
To confirm whether you have the license called “The latest desktop verion of Office” in the Office 365 account provided by your Ministry of Education, please check the subscriptions page of the Office 365 account: Manage your Microsoft 365 subscription or Office product - Microsoft Support
If you are not having the mentioned license or doesn’t have Install option when you access your Office 365 account provided by your Ministry of Education, it seems they have provided only the Office apps for the web license to use Office apps in the browser but not either in the Windows or PC.
In this situation, I request you to connect with the admin or the person in the Ministry of Education who provided you the account and ask them to assign the Office apps license for the use.
If you are able to find the Install Office apps option or The latest desktop version of Office license in your Subscription page, please download and install the Microsoft SARA tool to troubleshoot the Office apps activation issue: About Microsoft Support and Recovery Assistant - Microsoft Support ( choose Office Applications and select "I have installed a subscription version of Office, but I can't activate it ")
