Since you've mentioned that there's no authenticator code receiving on your mobile application. It could be something wrong with the Authenticator application issue. Would you please update your mobile device's system into the latest version and reinstall the Microsoft Authenticator.
In addition, for saving your time, the efficient way for you that you can contact Microsoft Data Protection team, Find Microsoft 365 for business support phone numbers by country or region - Microsoft 365 admin | Microsoft Learn. (Ctrl+F4 and type your area's name.) They would be able to assist you to figure it out on the backend.
