Microsoft Form Not Working

I have a personal account and need to use microsoft forms to ask my university program their name, university, and what level they are in the program. This is deemed a phishing attempt and the form does not work. Is their a way to make this work if I am not an organizational account and everyone has to be able to use the link?

    Welcome to Microsoft account.

    We got that your legitimate poll questions are treated as phishing attempt and it seems like a false positive.

    I am afraid that the actual screening algorithm is a secret (i.e. blackbox), we have no way to change it. It's recommended to send feedback to Microsoft by the method in the picture below.

    However, there is some way to fool the Forms as a workaround, although not always successful, such as using a picture of a thin line of text instead of plain text in question. It's more recommended to create a new form.

    In addition, by my test, if a form is recognized as phishing, you can't even delete it directly. You need to first delete the questions in that form then delete the form itself.
