cannot open database

I have a copy of an old database in 2003-2007 format which needs to be updated to 2016 or 2021 versions but if I try to open an mdw file it tells me it cannot open a previous version and to compact/repair it into the latest version. But when I attempt to do this using the methods detailed by MS, Access still refuses to open the file to compact it??? How can I open the file to compact/repair it if it cannot be open in the first place?

This makes me want to learn and develop in Open DB format instead of MS Access.

    You need to find someone with an older version of Access (2010 or 2007) who can open the file and convert it to accdb.

    The fact that you haven't update a 20 year old file is not Access' fault.
