Value filter not working in Pivot table

Hi, I'm trying to sort values by 0 in a pivot table. I clicked on value filter equals 0 and then it doesn't show anything. Even though lots of rows contain zero. It will only return the blanks not 0. I tried all the value filters and they don't work. I tried less than 1 and it returns nothing. The data is in number format.

I have Microsoft 365 Excel version 2408

Microsoft 365 and Office | Excel | For business | Windows
