According to Microsoft's official article ( Share SharePoint files or folders) Currently, SharePoint Online does not offer a way to create a single public link for an entire site that allows access to both internal and external users. However, there are a few approaches you can take to achieve similar functionality:
- Consolidate all folders into a single folder and share the root folder using "Anyone with the link" Once users access these main folders, they can navigate through the subfolders as needed, creating a similar experience to sharing the whole site.
- To create an “Anyone” link for a folder:
- Go to your SharePoint document library and select the folder you want to share.
- Click Share > Copy link.
- Copy the link to share with users.

- Internal Access:
- For internal users, you can add them directly to the SharePoint site’s permissions, which will give them access to the entire site without needing individual links.
