Thanks for posting back.
Since you have reinstalled it from the previous laptop, this may be because the relevant license files are still left on the previous laptop. In this case, I suggest you try the following suggestions and then check again.
- Use the Microsoft Support and Recovery Assistant to remove the left license files.
I suggest you download and run the Microsoft Support and Recovery Assistant on the previous laptop, and select "Uninstall Office" to completely remove all Office applications and their cache files.
- Use the OSPP.VBS command to deactivate Project on the previous laptop
Run Command Prompt (run as administrator)
Displays license information for installed product keys. Check if you can see Project Standard 2021 and its product key
cscript ospp.vbs /dstatusall
Deactivate Project Standard 2021
cscript ospp.vbs /unpkey:XXXXX
Replace the XXXX with the last five digits of the product key you want to uninstall.

If the above suggestions don't help, since you are using Project Standard 2021, and our forum team does not have the authority to process the product key directly, I suggest you contact Microsoft Support for further help.
- Go to Contact us, sign into your personal account (In the upper right corner).
- Describe the situation, click "Get Help", and then click the button "Contact Support" at the bottom of the page.
- In Products and services category, choose the relevant category and click Confirm.
- You should see "Chat with a support agent in your web browser".
