Error message "OneNote can't sync your notes because your account is out of space" but I have plenty of space on OneDrive

I am running OneNote 2016. All of my Notebooks are in "OneDrive - Personal." I got this message while trying to delete some text from a OneNote page. I checked my available space on onedrive.live.com; it says I have 5.3 Gb used out of 15 Gb. How is it that I am out of space? I have had my Microsoft account for many years; 15 Gb of space was the default at the time.

    Thanks for using Microsoft products and posting in the community. 

    I understand that your previous account reserved 15GB of storage for OneDrive, but you are currently experiencing issues with insufficient space to sync your OneNote notes. I understand how you feel and try my best to help you.

    OneDrive used to offer 15GB of free storage, but after January 31, 2016, Microsoft reduced the free storage to 5GB.To confirm whether the free storage on your account has expired, did you get an error message when you logged in to the OneDrive web side to confirm the free storage? Are you logging into OneDrive and OneNote using the same account?

    Since we can't check your account status directly, you can follow the steps below to contact Online Support if your 15GB of OneDrive free storage is still valid.

    1.Visit this website: https://support.microsoft.com/en-us/home/contact

    2.Type in your problems in the search box there. For instance, Contact, etc.

    3.Now click Get help, and Select Contact Support below.

    4.Go to the Products and services tab, and choose either Microsoft 365 and Office category or Other Products

    5.On the Category tab, choose Technical support or other alternatives.

    6.Go to Confirm.

    7.You can now choose the option of Chat with a support agent on your web browser.
