    Welcome to Microsoft Community.   

    I realize that you have encountered a problem with using “Chart” or “Manage Protection” feature in Excel, and I understand how you feel. 

    Due to limited information and the many reasons for the problem, we may require more detailed information from you:

    • Which account are you using to sign in Excel? Personal account or work/schoolaccount?
    • From your second image, I noticed that you are using online Excel in your browser. Do you have Excel app on Windows? If so, please see if you can open this spreadsheet with the Excel app. Online Office has more limited features compared to the desktop version of Office.
    • Where is this file saved? In OneDrive Personal? OneDrive for Business or SharePoint? Or some other third-party storage space? You may not have sufficient permissions to the location of the file. If possible, save this file to your computer locally, can see if you can edit chart.
    • Did you create this file yourself? Or download it from the internet? Or was it shared with you by someone else?
