As per the description shared, I understand your concern but since you have mentioned the same formula works in the different SharePoint Online site, I believe the regional settings of the working SharePoint Online site is different with the regional settings of the problematic SharePoint Online site.
So, I request you to check the regional settings of the both SharePoint Online site via: Open the Site> Settings> Site Information> View all site settings> Regional Settings.
If both are not same, then I would like to request you to replace the separator in the formula where you are encountering the syntax error. For example, if you are using , use ; and if you using ; please use ,
Note: Some regional settings supports the separator as comma and some regional settings supports semi-colon as a separator.
If the same problem persists, I would like to request you to share the screenshot of the regional settings of the problematic SharePoint Online site and formula using at your end.
