Cannot access sandbox in Microsoft 365 Developer Program

I am trying to access the "Instant Sandbox" after joining the Microsoft 365 Developer Program via this link: Developer Program | Microsoft 365 Dev Center.

On my dashboard, I receive this message: "Thank you for joining. You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription."

I've reviewed the FAQ provided here: Microsoft 365 Developer Program FAQ, but I'm still not sure what might be causing the issue.

Here is what I've tried so far:

• Personal Gmail Account (******@gmail.com): Signed up for the Developer Program, but was not able to qualify for the sandbox.
• School Account (******@domain.edu): Tried again, but received the same message.

My goal is to use the Microsoft 365 Instant Sandbox for learning purposes, specifically to test PowerShell commands and Microsoft Graph API in an Intune Admin environment. I understood that the sandbox would provide a pre-configured playground for this purpose.

Could someone help clarify:

1. Are personal Gmail or school accounts eligible for the sandbox?
2. Are there any specific eligibility requirements that I am missing, or something I need to do differently to access the sandbox?
3. Would using an @outlook.com or work account be what is required?
