Regarding your question, we have recently received reports from users in various countries that they are unable to access their personal repositories in various OneDrive client interfaces. This issue has been reported to the Microsoft development team and is currently under investigation. Please be patient while the Microsoft development team works on a fix.
As an interim solution, we recommend contacting the OneDrive support team. It has also been reported that the OneDrive team was able to unlock the Personal Vault from the backend after submitting the relevant documentation (account information, status description, and subscription screenshots).
