Sorting multiple columns chronologically with blanks into one new table.

I am trying to sort a separate sheet by year to get a chronological list to keep track of based on the Date, but need to also include additional information in the row. See screenshot attached. Top is what it currently is, bottom is what I'm trying to get. If I can also have it automatically link to the previous sheet so I don't have to copy and paste the "raw" data, that would be very helpful as well.
