If you have the proper license, kindly provide us with additional details, such as screenshots of the error messages you are encountering and the license page from the admin center. In the meantime, could you sign in to https://portal.office.com/account/ then, click on Subscriptions > View subscriptions and see if Microsoft Teams is included.
