Currently, our initial speculation is that the issue lies in the URL encoding of the OneDrive storage path. Some users have reported that storing files in a different folder can resolve the issue. For example, if you were uploading documents to the Documents folder and encountered the d.docs.live.net error, you could try uploading them to the Desktop folder instead as a temporary workaround to see if it resolves the issue.
Additionally, you can also report your situation to the OneDrive team and submit your dedicated ticket. This will be very helpful for the development team in resolving the issue.
