Transfer OneNote

I have asked this question before on this forum and others and have not received a satisfactory answer. We are really stuck as we are encountering this problem every week.

We have users who have their OneNote in their OneDrives. When these users move to another area in our org they are given new credentials, Office acc etc and new OneDrive. However, they come to IT and say they want their old OneNote. Now we can see their OneNote in their old OneDrive but we cannot download it, copy it or move it; these options are not available for that OneNote.

So how do we move that OneNote and give it to the user in his new OneDrive?

    We appreciate your understanding that sometimes the initial response may not resolve the problem immediately. However, we can work together to narrow down and resolve the situation. So, for further troubleshooting, could you please provide the information below:

    1. Since some aspects of this issue are specific to your case, could you please let me know how you are accessing the old OneDrive to get to the OneNote?
    2. When the user moves to a different area of the organization, do you delete their old accounts?
    3. Could you please provide a screenshot related to the issue/error specifically when you try to copy, move, or share the OneNote? You can upload the screenshot using this feature:
