Specifics on how / where Whiteboard data is stored

Question

We seriously want to use Whiteboard, but I have to know if the data is stored via OneDrive. If not, please give me more info about how and where it is stored, the logical location, not the physical location. Part of the tenant storage, but not OneDrive related?

We are not allowed to use OneDrive at this time, but we really want to use Whiteboard.
Please help. I cannot find a single Microsoft backed response to my questions.

I found this documentation on the Whiteboard support FAQ:

My OneDrive for Business continues to sync the Whiteboard App Data folder. How do I stop it?
When you start a collaboration session, Whiteboard creates a folder in your OneDrive for Business named Whiteboard App Data to store your shared whiteboards. After some collaboration sessions, this folder may continue to sync or process changes indefinitely. You can fix this by choosing to not sync the Whiteboard App Data folder to your device. Disabling sync for this folder won’t limit your ability to use Whiteboard for collaboration sessions.

Whiteboard stores newly created boards in different locations depending on the country, go to Microsoft 365 data locations for details.
