Excel: Make a two cell drop down list

Need help figuring out how to make a two cell drop down list ; one is for a textual response (like "Fully Funded") and the other is a value (like 100%) later compiled, (or "Partially Funded" and 75%). I have the Data Validation values, but need to put them into the form for users to pick the from the Textual value and then populate the numerical.

Jonathon,

A drop down list accompanied by an xlookup (or vlookup for older versions) to assign the Numerical value to each selection may work.
