1. Enable Attachment Preview: Sometimes, the attachment preview option might be disabled. To enable it, open Outlook, go to File > Options > Trust Center > Trust Center Settings > Attachment Handling, and check the box to enable attachment preview. For your reference: cannot open PDF attachments in outlook desktop - Microsoft Community.
- Repair Office Application: Repair your office application: You can refer to Repair an Office application (microsoft.com) and then check the result.
- Create a new profile according to Create an Outlook profile - Microsoft Support.
- Un-install outlook and re-install it.
