I continue getting this err when trying to create a new sway "Sway is temporarily read-only while we upgrade the service. Please refresh the page and try again in a few minutes."

Probably this err has over 3 months

    As per the description shared, I understand your concern but since you have mentioned you are having the issue with the Microsoft Sway from past 3 months, I would like to convey that the problem you are facing is not an expected behavior.

    In this situation, can you please check whether the same problem happens when you access the Microsoft Sway in the InPrivate or Incognito window your browser.

    If the same problem happens, then I am sorry to convey that the problem should be specific with your Office 365 account and since you are Microsoft Employee, I would like to request you to connect with the internal IT support team, where they can check the problem with your account and investigate the issue further.

    Note: You can contact your manager for getting the reference to connect with IT support team for Microsoft Internal employees.
