Check out function working even when disabled

The "Require Check Out" setting is selected as no but is still operating as active. I made sure to press save and have tried several times and toggling between yes and no and the setting is still active. I am needing to disable this section in order to move around documents.

    Thanks for writing back and updating with us. Apologies for the delay in the response.

    As per the further updates, it’s strange that the specific file in the document library is requesting for the check out even after the Require check out option is set to no in the versioning settings of the Library Setting.

    In this situation, I would like to request you to follow the below steps and check the outcome:

    Open the Document Library> Right-click on the problematic file> Download> Go to the location where the file is download and rename it> Now upload the document to the document library to see whether the same problem happens.

    If there is no problem with the copy of the uploaded file, then you can continue with the copy of the upload file to prevent from delaying your work.

    If still the same problem happen, then I would like to request you to share the following information which will help us to move further:

    1. Screenshot of the prompt regarding Require Check Out when opening the file in the Document Library.
    2. Screenshot of More Options for the problematic file. Right-click on the file> More> Take a screenshot and share it with us.

    1. I tried this and it did not work.
    2. We are all having the same issue.
    3. It only happens with one document library.
    4. Only on one site.

    As per the description shared, I understand your concern i.e., Require Check Out is enabling automatically even you disable it in the Document Library of the Site. If my understanding is correct, I would like to convey that I have tested the behavior at m end, where the Versioning Settings of the Document Library is respecting and remembering the Require Check Out setting.

    In this situation, I would like to confirm the following information which will help us to better understand and guide you further:

    1. If you change the Require Check Out setting in the Versioning Settings in the Document Library via InPrivate or Incognito window and then refresh the Library settings page, do the Require Check Out settings is enabled even after setting it to off?
    2. Can you check with other members or owners of your SharePoint site to see whether they are changing the Require Check Out setting?
    3. Does the problem happen with other document libraries in the site?
    4. Does the problem happen with the specific site or all sites?
