Cannot create new notebooks in Onenote

When I click New, there is not option to create a new notebook. It only gives me options to open one. See screenshot. Also, the Notebook I have on Desktop isn't visible when I access Onenote via the web browser.

I'm on Windows Desktop. I'm signed in. I tried restarting my computer; signing out and signing in again. I'm using my university student MS Office 365 account.

    Thank you for writing to us. To help further trouble shoot the issue, first I would like to confirm what is the school license you are using? Some school license like Microsoft 365 A1 does not includeability to use the desktop applications and might cause such problem. Could you please check your subscription type by logging into the My Account page with your school account?

    If your subscription is Microsoft 365 A1, it provides access to the web versions of these apps only and might cause the problem that you cannot create new notebooks from your desktop client or sync successfully with online.

    Hi Sophia,

    It looks like I have "Microsoft 365 A5 for students use benefit". Interestingly, when I sign into my personal account, suddenly the ability to create a new Notebook becomes available.

    I'd appreciate any further guidance.

    Dear Dean,

    Thank you for your confirming the license type Microsoft 365 A5 for students use benefit. However, from the performance that other accounts with same Client has no problem, it looks more like the specific account problem. To have further confirmation, kindly double check if your license contains "The latest desktop version of Office", "SharePoint (Plan 2)" and "Office for the Web".

    If it already contains the 3 Apps, you may need to contact your school IT to help raise a ticket to Microsoft support for further investigation.
