In general, you should be able to click the "Edit details" button (select the area first) to edit an existing link or click the "Select link" button to select a resource. Regarding "Hero Webpart not editable", do you mean that you don't see the two buttons?
If not, please point it out and provide more details.
If so, it may be caused by your permission or there may be a problem with the site. To troubleshoot it, I suggest you try the following steps and share the results with us. The information can help us to better understand the situation.
a. I suggest you create a new page on this site, then try to insert a Hero web part and check the results. If it works well on the newly created page, I suggest you edit the original page, remove the existing Hero web part, republish the page, edit the page again, insert a new Hero web part, and check the results.
Also, based on my search, here is a thread where members mentioned a similar situation. I recommend you insert a One-column section, then insert a new Hero web part in the One-column section. See if it works well.
b. Please ask the site owner to edit the Hero web part and check the results. If you are the site owner, please ask another site owner to test.
