Can't access files

I have files in the cloud that I can't access. I am told that I need to run One Drive Personal, yet that is where my files are. I believe it is already installed. I've tried looking at what accounts I have associated to my email, yet I can't get an access code emailed to me to try the steps. Same for when trying to see how to install One Drive Personal. I basically can't get any work done because I can't open my files I've already uploaded.

    Ok, my email window is still open so never mind my last email. Not sure if reset worked. I typed the wsrest.exe in my windows bar after hitting the windows icon and R buttons at the same time. I tried to open my files again that have the cloud icon and it keeps telling me I need to run One Drive personal.
