I noticed last week I had the ability to remove the Header from a SharePoint page, and I also had a new "Banner" web part that I could add into any section. I created. I created multiple new pages with this new feature. On Monday of this week, the feature had disappeared and was as before, so now I have ugly site pages :(

odd, this functionality came back for me several weeks ago. The visibibilty of these rollouts is so poor. You cannot tell if it is an issue, or you just have to wait :(

Per the Message Center and message MC791596, general availability rollout for this feature was to begin July 2024 and expected to be completed late July 2024. The new feature was available in my tenant (not set to target release) the last week full week of July and went away July 31st. Microsoft has yet to update the related message in the Message Center.
Thank you, but this does not really explain why I had the feature last week, but do not this week. This would not be as big an issue for me if I had not used the new feature on many SharePoint pages and removed the old headers, so now I have to edit every page to put the old headers back the way they were (until the feature finishes rolling out, and I have to delete them all again)

Per testing, it is also not appearing at our end. Then I checked the M365 roadmap and found this feature is a new change and didn't finish rolling out yet. I am afraid you will need to wait for longer time until it is fully released.
If you want to get a try to the new released features earlier, you can set your tenant to "target release". When new features start rolling out, it will be roll out to "target release" tenants first before standard tenants.
