    Hi Waseem Ahmad,

Thanks for posting in the community. We are happy to help you.

Per your description, the problem can be caused by different reasons. I suggest you try the following suggestions to troubleshoot whether it is caused by Excel or its add-ins.

    1. I suggest you update Excel to the latest version. Make sure that you are using the latest version.

    2. I suggest you restart your device and check again. Sometimes this can be a temporary problem

    1. Please try to set Excel into Safe Mode, open the workbook, and then check if the problem still happens.

Close Excel first, press Win + R, in the Run box, type excel /safe, and click OK. Open the workbook and check again.

    1. If the problem still happens, please repair Office, then check again. Go to Windows Settings> Apps & features> find the Microsoft Office suite, such as Microsoft 365 Apps for enterprise> select Modify> choose Online Repair. After reparing, please check again.

If the issue still occurs after trying the above suggestions, I would like to collect more information to troubleshoot.

    1. Does the problem happen in other workbooks or only in a specific sheet? If it only happens in a specific sheet, I suggest you copy it to a new workbook by right-clicking the sheet, Copy or Move, in the dialog, choose (new book) in the "To book" field, tick "Create a copy", OK. After that, save the new workbook and try to conditional format the data. Check if the problem happens.
    2. If you transfer this workbook on another device, such as your colleague's device, does the problem happen again?
    3. Please provide your Excel version and Product type.

Click File> Account and provide information as shown in the screenshot below.
