@ functionality of sharepoint online not usable. The attachment is opened via sharepoint list item the users have contribute/full control permission to the list.

How can I enable the mention functionality if the attachments are opened from the sharepoint list item? Has anybody found a workaround?

    Is there another way?

    For example I want the attachment in the sharepoint list item copied to a document library
    using the absoluteuri of the attached document so that whenever it gets updated from the document library, the attached document from the sharepoint list item also gets updated?

    I can reproduce the same situation. Based on my research, no settings can change this behavior. While I haven't found any official articles mentioning this as a limitation, I think it is a case-specific limitation (when online files are stored as SharePoint list attachments). Here is a thread where another user was in the same situation.

    In this case, as a workaround, you can choose not to store the file as a list attachment, but rather store the file in a SharePoint library and then use the Hyperlink column to link the relevant file.

    Based on the situation, I recommend you send feedback to Microsoft.
