The error message is from Microsoft Windows PowerPoint so I moved your question from the Mac category to Windows.

Do you have Office or Microsoft 365 installed? Is PowerPoint running as expected? If you reboot your computer, do you get the same message?

The operation can't be completed because "Microsoft PowerPoint 12.40.28 PM" needs to be downloaded.
