could someone please guide me whether I will be charged of bandwidth cost for downloading huge files in azure vm

Can you help me understand what exactly is your use case scenario like when you say you need to download huge files how are you planning to do that? When you say that you want to understand the bandwidth cost what exactly is it pointing to?

Just a quick query: Will I incur changes for downloading files from internet, e.g. say Installing MS SQL Express on VM requires about 6GB of downloads. Will this incur charges?

Yes, you are going to be charged because you are downloading files which implies in outbound traffic been generated

It says outbound data transfer. Not Inbound.
