Based on your description, I have a general understanding of your question, seemly the only way to achieve your ideas is to disable synchronization between outlook client and outlook mobile, then please kindly refer to following information
- Remove Device Partnership: Sign in to Outlook on the web. Go to Settings > General > Mobile devices. Select the device you want to disable synchronization for from the list and choose to delete the device partnership. This will prevent synchronization between that device and your mailbox. - Disable Sync Settings: On your Android phone, go to the Outlook app settings and turn off the sync settings for your email account. This will stop the app from syncing emails, contacts, and calendar events with your desktop Outlook
