SharePoint 2016 Site Collection

User1 has Read permissions on the Site Collection Root site and all the Galleries in Site Settings.

Sub Site 1 has unique permissions which are locked down to a small group of people not including User1

          Shared Documents Library inherits permissions from Sub Site 1

                       Sub folder 1 has unique permissions which includes User1 as Contributor

                                     User1 tries to access sub folder 1 and gets an Access denied message

                                     URL looks like this 

https://xxx.yyy.com/sites/MD/mdbult/Shared Documents/2020 Deep Dive

Server path.............................SC....Subsite1...Library.................Sub folder 1

This issue happens if the site collection feature "Limited-access user permission lockdown mode" is active.

Go to your root site of the site colleciton-> Site Settings-> Site collection features under Site Collection Administration, Deactivate the site collection feature "Limited-access user permission lockdown mode".
