I went through your post carefully and it seems like you have tried the suggestions in some other threads. If so, may I double confirm that if you have already checked these two threads?
If the issue persists, to make sure I can have a more overall understanding of the scenario and figure out how we can work together to investigate further and recover the situation, could you please provide more information as required below for a further troubleshooting?
- If there have a domain change situation before the error started to appear?
- If other users in your domain are having a similar issue as yours?
- If you open the notebooks from local OneDrive sync client, after logout from OneNote application, will it make a change of the error?
