i can't click the filter button in my desktop excel

i can't click the filter button in my desktop excel. The "Data" ribbon is all grey, meaning I can't use any function, especially the clear filter or even use filter.

    Is it in Protected view?

    Try changing a blank cell by selecting it and typing something into the formula bar…and it might complain:

    so click Enable Editing.

    unfortunately, it's also not protected as I can type and edit the cells I want the filter with.
