how long for enabled email accounts to display on Outlook Global Address List and Offline GAL?

Dear Experts,

We've enabled some email accounts via Microsoft 365 Admin page, I've googled around but didn't find an official saying about how long it takes in effect and appear in Outlook Global Address List?

A few hours passed already, but we still can't send emails to the newly-licensed account. Any idea?

    The OUtlook client wont see in the Offline Address Book until its downloaded which can take up to 24 hours.
    You can try manually updating:
    Send/Receive-> Send/Receive Groups-> Download Address Book

    Check outlook web app now and it should be there
    Also you should be able to view with the "All Users" menu in Outlook
