Users can procure license directly from O365 portal

Question

HI, While reviewing the purchase/billing details in our O365 tenant, we found one purchase was done directly by the user using their own credit card. Is there anyway to block it so that noone can buy licenses on their own in our tenant?

Hi Good,

You must be a Global admin or User admin to assign licenses. please remove the user admin for all users. Can you please let me know.
